What is your account type (IMAP/POP/Exchange)?
Based on the error message you shared above, seems like the issue is related to some sort of outbound anti-spam inspection activity or to the sending limit of outlook.com. Please check for the following two cases:
- Check that you have antivirus software enabled, and if so, disable it to see if you can send mail.
- If you're using a outlook.com account, check that you've reached your maximum limit for emails sent that day. Limits for Outlook.com mailboxes and messages
