Let me start this off by stating that I am new to the whole IT world. With that being said my question is as followed. I have a Samsung Galaxy A11 and a Alcatel Core, am I able to reprogram either of those phones into a running Windows 10?

As I know, Microsoft has not such a forum to support reprogram phone no matter Samsung or Alcatel, or any other phone device.
Microsoft phone support forum which DS Patrick suggested just support the following devices which show in capture.
So we could create a thread in that forum to check if any other customers familiar with reprogram to help you. But please prepare yourself in advance if no Microsoft support engineer help on this issue.
