How to register as a microsoft partner

I would like to register as a partner with Microsoft and obtain and MPN ID. However, I'm having trouble to proceed due to the following error message:

    Follow this link to get support for the MS Partner Portal page and setup, also they will answer all the queries for MS Partner setup. - https://partner.microsoft.com/en-US/support/?stage=1
