Failed to add certificate to Third Party Root Certificate Store - Access Denied

While trying to install software on Windows 11 Professional, I get the error in the image below. Any idea why access would be denied to Third Party Root Certification Authorities Store?

    2.If it is a paid software or free software.

    3.What error message did you receive via GUI when you installed this software? You can also troubleshoot the issue through the error message.

    4.Whether the machine you are installing software is in domain or workgroup? If it is in domain, you can try to use domain administrator (or local administrator if it is in workgroup) to install this software.

    5.Is installing this software related to add certificate to third-party root Certification Authorities store? Check if you need to install any certificate
    related to this software before you install this software.
