I'd check the domain controller and problem member both have the static ip address of DC listed for DNS and no others such as router or public DNS.

We recently upgraded our small network from Windows Server 2012 to 2016 Essentials. For some reason the primary workstation cannot locate the server and review the contents of Shared Folder. I am consistently able to ping both the workstation and the server but I cannot access the server Shared Folder from the workstation.
Please let me know how I can resolve this problem. Thanks.

It seems like you are having trouble accessing the server Shared Folder from the workstation after upgrading your small network from Windows Server 2012 to 2016 Essentials.
We may need to check something to help further troubleshooting:
1.Check the network is keep conection and the TCP port is open and the application service feature enabled?
2.Check the firewall settings on both the server and the workstation.
3.Check the permissions of the shared folder on the server and check versions of the file transfer feature between both side.
4.Whether third-party antivirus software reviews the data and causes access to fail.
Based on the retrieved documents, it will have several possible causes for this issue:
1.After the update, the corresponding port is not opened in time, resulting in no TCP connection between the client and the server or the port is unblocked, and make sure the app function is enabled.
2.Cause is that the virtual network or firewall rules are enabled on the storage account, and network traffic will be denied access unless the client IP address or virtual network is allowed access.
3.Possible cause is that the communication channel between the workstation and the server is not encrypted, Your computer denied access for security reasons or the versions of the file transfer feature are different on both ends will cause fail too.
4.Is there has third-party antivirus software reviews the data and causes access to fail.
