The error message "The system cannot find the path specified" shows that some files for SQL Server Basic Components cannot be found. The files may be corrupted or access to the files may be denied.
You can try uninstalling the clean failed components and then reinstalling SQL Server Setup again as Administrator, running the SQL Server installation media as Administrator.
If these don't work, check your SQL Server installation logs.
