Keep getting errors that updates aren't installing

Hello. For months I have been having trouble with my Windows 10 PC. For months, it’s been trying to install an update, but every time it will say the update is installed 100%, then it will give my an error message like:
Error Encountered
Your device is missing important security and quality fixes.
There were some problems installing updates, but we’ll try again later. If you keep seeing this (I do) and want to search to search the web or contact support for information, this may help: (0x80073701).

The update it’s having trouble installing is 2010-10 Cumulative Update for Windows 10 Version 2004 for x64-based Systems (KB4579311).

And there was a different numbered update it was having trouble installing before the one numbered above.

Could you please help me to get the correct software on my computer? Because my computer doesn’t have the right updates, I can’t use the newest version of Adobe Photoshop 2021, which I need for my job.

    Firstly, you could refer to the following article to fix update issues:

    If that doesn't work, reset Windows Update components using this guide:

    If nothing works, repair install will be the last choice:

    0x80073701 = ERROR_SXS_ASSEMBLY_MISSING which means there are some system files are missing, which caused the update installation failure. You can also try a repair install.

    I wouldn't hold much hope for this, better time may be spent standing up a new one, patch it fully and migrate the applications over to it.
