Do you have Android Studio? If you have it, you can update or temporarily uninstall it.
Please ensure that you have enabled the Developer options and the USB debugging. If the USB debugging has been enabled, you can disable and enable it again.
You can reboot the Android device and re-launch the Visual Studio.
