Error and blue screen

Hello I get the following errors:

"The application-specific permission settings do not grant Local Launch permission for the COM Server application with CLSID

After blue screen when I plug in my usb C:

I have tried many thing, looked up any solutions but nothing is heling me out. I would very much appreciate your help. Additionally, would factory rest fix all those problem?

    I did try making the address to the admin like the other posts, but it failed and my omen hub no longer lunches
