Customized device-based conditional policy

Question

Hi, i know we can setup the device based conditional policy but i have bit special requirement here.

I have super VIPs who insists not to get interrupt by MFA and also want zero policy apply to them (like can copy and paste on personal device, exclude all risk sign in policy,etc) ; so thanks to the confirmation here that we can just enable "sign-in frequency" policy here;

Since my super VIPs are all using personal devices and refuse to onboard to Intune, and we wonder any way for us to setup the conditional policy - whenever this particular device MAC login, then only prompt for authentication after 90/180 days.
