When trying to sign in to the Azure portal, it prompts you to "Open the Authenticator app and enter the displayed number to sign in." Even if you choose "Microsoft Authenticator app is not currently available," it still asks you to "Enter the number" or "Enter the verification code," so you must use the Microsoft Authenticator app to proceed.
How can I log in without using Microsoft Authenticator?

You can go to https://myaccounts.microsoft.com/ and from there you go to the two fractor authentication and it is open a new page and from there you can choose the method you want.
