For SSPR user authentication, you can go to Azure Active Directory > select the user > Authentication methods > + add authentication method > email > add the email you want the user to use. If the Email field is populated and Email is enabled in the SSPR policy, the user sees that email on the password reset registration page and during the password reset workflow. https://learn.microsoft.com/en-us/azure/active-directory/authentication/howto-sspr-authenticationdata
You can also have the user add a new email method under mysignins.microsoft.com > Security Info > add the new email method.
The administrator needs to enable the authentication method and the user needs to register it in order to reset the password.
