What license would we require to have domain control and access rights over individual machines?

    Since you have put this question under Microsoft Entra tag, I believe you are trying to create VM in Azure. And you want to know what license is required to create a VM in Azure.

    You need to have an Azure subscription to create a VM. You can follow below article to create a VM in Azure,

    And later to manage VM you need to create a separate role in Azure,

    Below are the list of default role that are present for managing VM in Azure, Also there are permissions listed under each role.
