Visio license does not show up in MS365 ... but I DID get an invoice via email. Where do I manage the subscription?

I have two licenses for Visio Plan 2, I also have two licenses for MS365. I can manage the MS365 licenses by logging on where I see the licenses and the invoices. I seem to have no ability to log on to the Vision management and the licenses do NOT show up in the MS365 management pages ...... I have the same phone number for both sets of licenses and they should be using the same email address as well, but MS does NOT seem to recognize the email address in relation to the Visio licenses .... although I DO the invoices at the designated email address as expected!!!

Access https://myaccount.microsoft.com/ with your own account>> Subscriptions, could you see the licenses? If you can't, sin in your M365 administrator account and go to M365 admin center >> Billing >> Licenses >> assign the license to your own account.

Currently I am paying for single-user license of Visio Plan 2 on a different machine as:

User Name: rmjudd@bachsystems.onmicrosft.com

PW: MojoHojo$#!1952

I am able to access this license: ff6dfa49-3ca1-49fe-913a-dd8bdea4d08c

with no problem.

I am the only user, and, after some research, I understand I do NOT need to purchase a separate license for use of the Visio on a different computer as long as there is only one user at-a-time. This is the case, since I am the only user ...... None-the-less, I am still not able to access the Visio Plan 2 billing account for the new license purchased: a1b2281d-e18b-4858-890a-22cd09046a

Apparently, it is registered under a different User Name (is will not accept my "GMail" account: "GJudd.1952@GMail.com" (apparently) and I have used the same phone for both. Every time I try to log on to the Administrative Center it rejects any other logon by saying the email address: "GJudd.1952@GMail.com" used is "NOT A COMPANY or ACADEMIC INSTITION".

How do I gain access to my account? I have only one cell phone and company email, and the Microsoft billing system seems NOT to be able to differentiate between the older account (billed every month) and the new license (account).

I realize I probably just download Visio to the new laptop from my exiting not realizing Microsoft cannot seem to keep track of the same use with two different log on accounts. I want to consolidate the license installs under the older account referenced above but I CANNOT EVEN accept the account - event though MS seems to have NO PROBLEM billing me for it!

This could be resolved easily by talking with a real LIVE person, but it seems MS has decided to have NO contact with the real world - typical decisions made by powerful monopolies that can bully their clients without any concern for their needs or well being!!
