How to interpret Workers Percentage metric

Where can I find information on the Workers' Percentage metric in the Azure SQL Monitoring UI on the portal? I have noticed that this metric only goes to 1% and often stays there for extended periods with short breaks in between. It looks like something is being throttled, but I am not sure how or why. Upgrading the Service Level does not seem to change this.

Google and third party vendors define it as follows: "Percentage of available workers in use, based on service tier limits". But I have not found any official Microsoft guidance on this.
