How to save Windows 10 system settings?

I want to save my Windows 10 system settings and restore them over a new clean installation. Specifically, I mean the parameters one can find in the Settings app like Power & Sleep, Privacy, and Personalization. I do not wish to save my personal files and/or installed apps.

Settings -> Account -> Sync is not what I'm looking for because it actually synchronizes your settings across several devices (but I use only one) and doesn't give me an option to apply those saved settings once I reinstall the OS.

    Windows 10 includes a backup feature that allows you to create a system image. This system image can be used to restore your entire system, including settings and files.
