Yes, it is possible to set up webinar in Teams without making attendees register.
Here are the steps:
- Go to your Teams calendar and click on Webinar" to create a new meeting.
2.Set the meeting options
3.After you publish the event then return to Teams meeting calendar and click this event details and copy the join meeting link and send it to attendees.
4.Organizer could admit the attendees to join your meeting.
