Server 2012 R2 all updates fail with the following error: FATAL: Error: 0x80096005 when verifying trust for C:\windows\SoftwareDistribution\Download error -

We have cleared the Windows update logs. Verifiied GPO and Sec pol with other servers, we stopped the update service and ran %windir%\SoftwareDistribution\DataStore, plus cleared the windows update log. In a I verified that the GPO and Sec Pol's are the same as other servers. Below is the typical error: \SoftwareDistribution\Download\5ba27aec4fae28f8df1751f4d2884186\windows8.1-kb5029368-x64.cab (full file).

    The error occurs whether we use a WSUS or download and run the file locally.
