Azure Resource Group Lock for HD Insight Spark Cluster On Demand

We have an ADF Pipeline that creates an On Demand HD Insight Cluster via Linked Service to validate a file. There is a recommendation based on audit to apply Resource Group Lock on the application which means all resources on the Resource Group will be lock. Based from the documentation from Microsoft, all resource that belong to a Resource Group that is locked can't be deleted. Does this apply to On Demand HD Insight Cluster? Based from our testing, Resource Group Lock is not working on an On Demand HD Insight Cluster.Is this an expected scenario?

    Azure HDI, On demand clusters are created runtime and deleted once the processing is done. So this scenario looks different to me and should be excluded from Delete RG lock scenarios.
