Microsoft entra id Governance license

As per the Microsoft link, we need governance license charges are 7 USD ..so this license is required for the user to setup access review or if my company has 2000 groups with 2 users each, so should I buy 4000 governance license or just 1 license is enough. So is this license to enable us to setup of access review . ? So is 1 license enough ?

It depends.

If you need to just do basic access reviews, then all you need is a P2 if you already have it.

If not, then you need at least a Microsoft Azure Active Directory Premium P1 or Microsoft 365 E3 plus the Goverernance license
