Unable to Deploy GPT4 in East US 2 as Instructed

We have been granted access to GPT4 and were instructed to deploy it in the East US 2 region. However, GPT4 is not listed as an available option for deployment in East US 2, despite the specific instruction in the email notification. We created another instance in East US and noticed that it is available there in direct contradiction to the email sent to us and are wondering why we are seeing this behaviour.
