[SC] OpenService FAILED 5. I'm trying to enable a blacked out service but am unallowed to use the cmd despite having administrator privilleges

After entering this command:

C:\Windows\system32>sc config GamingServices start=auto && sc start GamingServices

I receive this error message.

[SC] OpenService FAILED 5:

Access is denied.

I am unsure as how to resolve this as I am an admin of my computer with little restrictions. I initially attempted to install my gaming services but received the error message Code 0x8007041C. After further digging, i attempted to enable the service via the services console and now the cmd. Any solutions?
