What is the process to transfer RHEL licences between Azure Subscriptions (from Western Europe to SE Asia)

We are migration applications from tenant in Azure Western Europe to Azure SE Asia.

We'd like to transfer some RHEL licences to SE Asia. What is the process to be followed to achieve this?

What details about the set up are you looking for to be able to consider the problem?

Scenario is: We are migrating application from the Western Europe tenant to the SE Asia tenant. We build the new infrastructure using Terraform and Jenkins pipelines. The pipelines need RHEL licences. We have licences in Western Europe.

Requirement: We'd like to transfer some RHEL licences to SE Asia. I'd like to know the process for doing that.

Not using Azure Migrate or any other tool.

We are building new Infrastructure in the target environment using Terraform, deploying the applications, then re-pointing the users to the target environment.

How do I transfer my RHEL licenses from on VM/subscription to another?

Azure offers 2 different licensing models for Red Hat Enterprise Linux (RHEL): pay-as-you-go and bring-your-own-subscription (BYOS).

Pay-as-you-go: The advantage of this model is not having to worry about paying separately for the appropriate number of images as they charge a premium fee for the RHEL entitlement and updates. You can find additional information in the Azure documentation:

Bring-your-own-licensing: To make sure you meet the requirements for BYOL, you'll want to refer to the Red Hat subscription documentation:
https://access.redhat.com/documentation/en-us/red_hat_subscription_management/2023#ref_ca-unit-conversion_cloud-access
It does appear that this involves unregistering and decommissioning the old system before using the entitlement on a new system.
