Using Office365-REST-Python-Client to insert items into a Sharepoint list

Hello!
I'm using Office365-REST-Python-Client, but it's still a bit unclear to me.

In my python code, I'm reading items from an Excel file using pandas library and I want to insert these items into a Sharepoint list, but only the items that do not already exist in that Sharepoint list based on my [Person_ID] column.

How can I do this using Office365-REST-Python-Client?
