Hello,
the current (2023-09) CU for .NET Framework 3.5 and 4.8.1 for Windows 11, version 22H2 has two KB numbers: KB5029921 and KB5031217.
In both cases the update catalog points to the same file (windows11.0-kb5029921....msu).
Just internal communication problems at Microsoft? ;-)
