Deploying Windows AD VM - error during creation

Question

Hi,
I'm trying to deploy a Windows 2016 Active Directory server for some testing. Regardless of whether I customise it's specification or leave as default, the creation fails with this error:

I have credits on my account and cannot see or understand what the problem is. I can create standard Windows 2016/2019 servers without any problems.

Can anybody advise?
