Cannot remove queue from "Server\Submission" on Exchange Server 2019

Hi, I need some help.

I have 10 Exchange Server, 4 of which are Exchange Server 2016 (3 DC and 1 DRC) and 6 of which are Exchange Server 2019 (3 DC and 3 DRC). When I migrated all the configuration to the Exchange Server 2019, it worked fine until one server in DRC environment was failing to deliver messages. It shows that users email messages are HARECEIVE and HADISCARD. So, it created a long queue in the one DRC server and makes all other messages queueing and not delivered to the recepient.

I then disable all receive connector on that server, and got rid of it on my send connector. All messages are fine now. But it is still queueing on my one DRC server which is on "ServerName\Submission". I cannot delete or remove or even suspend the messages from Exchange Toolbox or Exchange Management Shell. I don't know why only one server got like this condition. How can I remove this queueing messages and why my DRC server makes it queueing?

    How can I remove this queueing messages?

    -You can refer to the following steps to remove messages from queues:

     

    1.    In Queue Viewer, click the Messages tab. A list of all messages on the server that you're connected to is displayed. To adjust the action to a single queue, click the Queues tab, double-click the queue name, and then click the Server\Queue tab that appears.

    2.    Select one or more messages from the list, right-click, and then select Remove Messages (with NDR) or Remove Messages (without NDR). A dialog box appears that confirms the selected action and displays, Do you want to continue?. Click Yes.

    3.    To remove all messages from a particular queue, click the Queues tab. Select a queue, right-click, and then select Remove Messages (with NDR) or Remove Messages (without NDR). A dialog box appears that confirms the selected action and displays, Do you want to continue?. Click Yes.

    -You can also try emptying the message by restarting the Message Queuing service:

    Why my DRC server makes it queueing?

    It is recommended that you check the Last error in Queue Viewer. This usually shows the main cause of message blocking.

    (Maybe you can share the screenshot after removing all privacy information like domain name and email addresses.)
