Hi
We have developed an application using Windows APIs. We are using WinHttp APIs in particular. The application has been installed on millions of users on Windows. However, we see for about 300-400 users, the application is not working as intended. On these machines, WinHttpSendRequest() API returns with 12002 Timeout error. We see the TCP connection establishes and terminates before establishing the SSL connection.
We believe that, there could be some options/settings of Windows coming into picture with respect to the above mentioned issue. Could you please let us know how do we get through this problem?

We are calling WinHttpSendRequest() from our code. This API is returning false, because of which we are unable to check the status code as there is no response at all. With GetLastError(), we are seeing that the error code is ERROR_WINHTTP_TIMEOUT (12002).
We have also taken Wireshark logs to understand more about the issue. I have also attached screenshot of the logs here. It looks like cilent (from where we are calling WinHttpSendRequest API) is sending [FIN, ACK] to server immediately after TCP handshake. We are not seeing any "Client Hello" packet being sent from client to server for SSL handshake and not sure about the reason for this behavior.WiresharkLogs.png

In-addition, if the support engineer determines that the issue is the result of a bug the service request will be a no-charge case and you won't be charged.
