cannot create azure mysql database flexible server in australia southeast region. and trying to geo restore it from australia southeast region, it is also not working,

not being able to restore geo redundant database for mysql database(ha zone redundant), primary region-australia east, secondary region- australia southeast, not being able to geo restore. also not being able to create a database in southeast australia region. it says, "subscription xxx is not allowed to provision in australia southeast". have anybody come across this issue before? what is the reason for it. it is specifically for csp subscriptions?
