That's true. Based on the subscription type we have certain pricing and quota limit. You must upgrade your Azure free account to a pay-as-you-go subscription in order to increase quotas or limits. So due to this you may be failing to do the request. Please read this for more information: https://azure.microsoft.com/en-us/pricing/offers/ms-azr-0170p/
Generally, to increase the quota, you can request the directly in the Azure Machine Learning studio by submitting a request. Also, you can follow the documentation here: https://learn.microsoft.com/en-us/azure/machine-learning/how-to-manage-quotas?view=azureml-api-2#request-quota-increases
