Is Cognitive Search Free Tier no longer supported? I get an error message when selecting my resource.

I am trying to use the Preview feature 'bring your own data' using a small amount of data (far less than the advertised limits of a Free Tier subscription) to build simple chat bot. When I select the resource, I get the error message below. Is this service no longer free? What am I doing wrong?

How much does it cost to use Azure OpenAI on your data? When using Azure OpenAI on your data, you incur costs when you use Azure Cognitive Search, Azure Blob Storage, Azure Web App Service, semantic search and OpenAI models. There's no additional cost for using the "your data" feature in the Azure AI Studio.
