Instructions unclear for Windows 10 IoT Enterprise LSTC

I would like to create a Windows 10 IoT Enterprise LSTC image for a compatible IoT device. I started following this MSDN tutorial, using my computer as the technician PC. I successfully downloaded the Windows ADK with Windows PE but I can't seem to find "Windows 10 IoT Enterprise 2019 LTSC OPK" or either of the ISOs named in the instructions anywhere.

Am I missing something obvious? Do these come with Windows 10 by default?

    Windows 10 IoT Enterprise LTSC (aka Windows 10 Enterprise LTSC 2019) is for OEMs to build devices with. You can get the Windows 10 Enterprise LTSC 2019 ISO either from a Visual Studio account or when you sign a license agreement through a Microsoft distributor. Your company will have to sign a license agreement any way to get a run time key and license stickers before you can ship a product so it probably be to talk to a distributor sooner rather than later.

    As far as creating custom images, the MSDN tutorial is not the best. I have a high level guide Windows 10 IoT Enterprise: Image Development Workflow and a book that covers the details.

    Hi,

    There is no download for the Microsoft OEM Preinstallation Kit.(OPK)
    It must be purchased.

    If you have a Visual Studio subscription, you can download it from there.
    For your reference:
    https://www.microsoft.com/en-us/WindowsForBusiness/windows-iot , follow the download links. When you get to the options for Windows 10 Enterprise in the Eval Center, choose LTSB (Long Term Service Branch) to get the IoT edition.
