Is there a way to display a message to all users when they log in to SQL Server Reporting Services?

This is a bit of a hack, but if you truly mean, customizing the "Announcement Banner" for all users who connect to SQL Server Reporting Services, you could go to Site Settings, and change the name property. We do that at our site, because we have multiple implementations of Reporting Services, and it helps to quickly differentiate which Report Server you are interacting with ...
