RDS SAL and Active Directory

So, the question is probably terribly trivial, but I haven't been able to find documentation on this to support my point. Please tell me, is it possible to activate RDS SAL without AD? If yes, where can I read about it? Thank you.

    If you install RDS in workgroup server, you must use device CALs.
