Could someone please explain rds licensing programs and how it works

Hello

I hope someone could help me to understand what are the differences and how they work.

In a rds licensing server I could see these licensing programs

RDS License Program Temporary and RDS License Program Built-In OverUsed,
What they mean and how they work?
When are these ones assigned?
Will they expire? etc

Any reference would be appreciated
