Multiple Default Gateway behavior in Windows

If there are 2 default routes in the topology where one route points to the ethernet/wifi interface [ physical interface] and another to the VPN interface [ virtual interface], Under lossy network conditions, packets are dropped by a middle box [ L2 switch] for some seconds [ say 10 secs] ...

  1. Will packets destined to the ethernet interface get forwarded to the virtual interface ?
  2. If the packets are forwarded to the backup default interface , what is the time interval for restoration to normal
    forwarding to the physical interface ?
  3. Is there any configuration which disallows routing to the virtual interface under such lossy conditions ?
