Multiple Default Gateway behavior in Windows

If there are 2 default routes in the topology where one route points to the ethernet/wifi interface [ physical interface] and another to the VPN interface [ virtual interface], Under lossy network conditions, packets are dropped by a middle box [ L2 switch] for some seconds [ say 10 secs] ...

Will packets destined to the ethernet interface get forwarded to the virtual interface ?
If the packets are forwarded to the backup default interface , what is the time interval for restoration to normal
forwarding to the physical interface ?
Is there any configuration which disallows routing to the virtual interface under such lossy conditions ?

Yes, i have seen this article prior to posting the query.
What i am particularly interested in is that when the primary gateway [via the physical interface , in my example] becomes reachable, the traffic should revert back to using the primary gateway. This is not happening.
Could you therefore, respond specifically to queries 2 and 3 in my above post ?
