Outlook Roaming Signatures - Feature ID: 60371__ set-mailboxmessageconfiguration

Trying to configure signature for a subset of users in powershell after connecting to exchange online and running set-mailboxmessageconfiguration completed html and text fields along with AutoAddSignature $True. This user works solely in OWA (f3 user) and despite the config being visible in PS, the signature does not apply when sending from the mbx.

Limited information in actual guidance available regarding Feature ID: 60371 for roaming signatures - can someone confirm for definite if this will prevent the use of signatures being applied using set-mailboxmessageconfiguration?
