Applications Causing Display to Flicker

I posted this question over on the Community Pages, and was referred to try and see if the Q&A site could help with my issue. Here is all of the information I supplied previously:
I am having a couple issues with specific office products where every time I click on that specific application, it causes the display to flicker on/off, almost as if its disconnecting and reconnecting as each time the HDR logo displays. It is happening with apps such as Paint, PowerBI Desktop primarily, I haven't experienced this with any other application. It only happens with my desktop, when I run either of these applications on my laptop I don't get the same issues. I have uninstalled and reinstalled windows to try on a regular version, uninstalled the applications, tried varying ports, and researched on these forums to see if anyone was having similar issues, but no luck so far. Every application and game, including Starfield on Ultra, runs fine with no issues, its only specific to these applications. This has been on-going for quite some time now, but I haven't had the need to really develop in PowerBI until recently, so I need some help trying to figure out what the issue is.

The Office Applications that I experience the issue on are Power BI Desktop, Paint, and recently today I opened Clipchamp and it is doing the same thing where it is flickering on/off. Same thing happens with Power Automate.
To confirm, nope, this does not happen in Excel, PowerPoint, Word, Outlook, or any other application I would use frequently, just these unique ones. Nor does this happen on any other application or game that I use my PC/monitor for daily.
I did recently opt out of the Windows Insider program, used traditional version of Windows, and was experiencing the same issue.
Most recent version of the drivers are currently installed:

This has been an issue for months, however I haven't used any of the applications in a while until recently, so its not something specifically new.
