Unable to delete service bus namespace "Namespace provisioning in transition"

Question

For testing purposes I created 2 service bus namespaces with geo recovery and fail over. I tried to delete them afterwards but one of them is stuck.

"The namespace servicebustest-primary in subscription 'xxx' is in transitioning state, its current state is Deleting."

My bill has tallied up to €14.56 by now so I've cancelled the subscription. Cancelling the subscription seems to have stopped the numbers going up.

1. Is there anything I can do to cancel this bill or request a refund?
2. What can I do about the service bus, even with a cancelled subscription it's still there, stuck

EDIT: If I should believe cost analysis it appears the bill is going up even though this subscription has been disabled, how can I stop this?!

I will suggest you to create a billing support ticket from Azure portal so the billing team can engage the service bus team to review and confirm if the namespace was stuck in the Deleting state so the team can further assistance you.
