MFA for all user's security recommendation updates

Hi, I have a conditional access policy enabled for MFA. In the assignments tab I have included all users and excluded some users. I am getting a security recommendation in various portal to enable MFA for all users. Is this recommendation all because of due to the fact that I had excluded some users? Thanks in advance.

    Yes, most likely. Or its just a general "good advice" recommendation :)

    Realistically, however its prob not possible and you have a good reason to exclude those users for business reasons.
