I am getting a "Server Error in '/' Application" message when trying to access an application. Below the error it says "The type Database cannot be constructed. You must configure the container to supply this value." Would anyone happened to know how to troubleshoot this matter or where to start?

Server Error in '/' Application" sounds like something ASP or ASP .NET related. You should probably ask in such a forum for at least get tips on how to troubleshoot it.
