Consider doing an in place upgrade
About windows 11
Regarding the title, I installed an external SSD from ELECOM on my Windows 11 terminal (22H2).
It is connected via USB and used as a data storage destination.
When I log in to that device, a message will appear in the notification field saying, "To complete the setup of this device, you need to restart your PC."
After restarting, the notification will disappear.
However, after a few days, the same message appears again and requires a reboot every time I log in.
Even if the Windows security patch is updated to the latest, there is no particular change.
When I checked the device manager, there were no unrecognized devices, so
I would like to prevent this message from appearing.
Could you please tell me how to prevent the above message from appearing?
(If you turn off notifications, messages will not be displayed when other problems occur, so please use an option other than turning off notifications.)
Also, check whether the appearance of this message will affect data writing, etc.
If you have any thoughts from a Windows perspective, please let me know.

When you saw the message try shutdown the PC instead of restart and see if the problem persists?
Try connect it to a different USB and see if the problem persists?
