Safe List Only not working

I have spent hours, at different times looking for updates, searching through the Safe List Only threads from users who are having the same problem. After spending so much wasted time on this initiative I still do not see a solution. Almost all spam is posting to my inbox, almost all the spam email is using OBVIOUS criminaly concocted email address to send phishing emails. Other spam emails, appearing to originate from legitimate email addresses are actually spoofed email address. Even the spoofed emails, which are not on my Safe List Only, are ending up in my inbox. What do I need to do to get my Safe List Only to work.

    Based on my research, i found a fixed issue which is similar with your case. Please check the version of your current Outlook and make sure you have updated Outlook to the latest version to check if the issue persists.

    If the above doesn't help, it's suggested that you could try to select the email and click Never Block Sender to check if there're any differences.

    "Never Block Sender" doesn't always work either. One example is emails from ******@ebay.com. Some of these emails post to my Inbox, some of them post to the Junk Mail folder. After I use "Never Block Sender" on the ******@ebay.com emails in the Junk Mail folder, those emails shift to my Inbox automatically, after that, some new emails from ******@ebay.com post to the Junk Mail folder again. The thread on the "Safe List Only not working" has been going on for quite a long time and is impacting a lot of users. It should have been fixed long before now.
