How to send an email when a choice in a sharepoint column reaches a certain number?

Greetings!

I am working on a solution where a Microsoft form will be sent out as an invitation to an event. The choices will be

  1. Attending
  2. Not attending

This event will only be available to the first 48 people who mark that they will be attending. How can I have power automate monitor the list so that when 48 people mark that they will be attending the event, I can get an email and then start waitlisting the others that now mark attending?
