I followed each step of the link: https://learn.microsoft.com/en-us/azure/cost-management-billing/manage/troubleshoot-azure-sign-up but I still encounter the same problem knowing that I I'm a new user and I've never created an account or subscribed to any Azure subscription with this account, plus the bank card is correct, the same for my phone number

    Hi Jessy,

There is a list of eligibility requirements can you check if you fall under this and try again,

Azure for Students Starter is available only to students who meet the following requirements:

    • You must affirm that you are age 13 or older if you reside in the United States.
    • You must affirm that you are age 16 or older if you reside in a country/region other than the United States.
    • You must verify your academic status through your organization's email address. You can also use Shibboleth if it's supported by your organization.

This offer isn't available for use in a massive open online course (MOOC) or in other professional trainings from for-profit organizations.https://learn.microsoft.com/en-us/azure/education-hub/azure-dev-tools-teaching/program-faq

Also there is global number support desk you can call and update the issue to get it fixed -https://support.microsoft.com/en-us/topic/global-customer-service-phone-numbers-c0389ade-5640-e588-8b0e-28de8afeb3f2

    Hope this helps.
