I received this message when deleting a meeting event. However I've confirmed the users mail box is not full and he is able to receive any other message.

    What the typically means is the recoverable items of that user is reached its quota. If they are on litigation hold and that quota is reached you will see rejections like this

    I just had the same issue, folder size was 37gb out of 100gb.

    But there were 999996 emails in the Inbox.
    I created a folder and moved emails out from the inbox and email started coming through.
