Remote desktop license not issued to Built-in-OverUsed.

I have a question regarding Remote DeskTop Service.
If you know, please let me know.

I am using Windows Server 2019 Data Center on Azure by connecting it with bastion.
The License Server is set up on this Windows Server, and the Session Host is running on another server.

When I checked the RD License Manager at the time of registering the license code, I found the status (1) below.

I imagined that when I logged in with the ID included in "Built-in OverUsed", the following situation (2) would occur.

However, as shown in (3) below, there was no change in the values of each item.

Will a license not be issued even if I log in after license registration for an ID that has become " Built-in-OverUsed" before license registration?

    You might need to reapply in this situation to reinstate account-related benefits. You can see every piece of missing software on the education hub as soon as the university loads your data into the systems. You can ask the administrator at your university who oversees the Azure-related programme for this.
