How to add device registration service to ADFS 2016?

Dear All
I am trying to enable "Windows Hello for Business" in my domain. whenever I am trying to set the PIN for a user account, I am getting different error codes mainly:
0x80090027 or 0x80090037 and sometimes 0x80090033
on my client machine, there are many event viewer errors such as:
I am not sure if these errors are relevant or not.
I also noticed that in my ADFS server there is no service: "Device Registration Service"
by the way, the same ADFS server is used for Office 365 users authentication and is working properly.
any suggestion is highly appreciated.
