Missing Organisation Setting in Azure DevOps

We have upgraded our Azure DevOps to 2022. And Last year we migrated from TFS to Azure DevOps 2020.
Since then I am not able to see organisation setting. I and one of my colleague use to have this permission in TFS. Any idea how to fix it for us.
