SharePoint Subscription Edition Post Wizard web application creation

I was wondering if anyone has run in to this issue.

I'm running a single server installation; all the process was completed all the way. Central admin is accessible and functional.

the problem lies when I try to run the wizard on central admin to create the web applicating, the service installs correctly but the I finish the setup for the web application it fails immediately. I check permission on the server, the SQL instance, services on the server, error logs and nothing. User's image

    To find detailed error messages about this issue, please follow below steps:

    1.Go to IIS Manager -> Right click SharePoint Central Administration -> Select Explore.

    2.Open "web.config" with Notepad.

    3.Find <customErrors> tag using CTRL+F and set its "mode" attribute to "RemoteOnly".

    4.Recreate the web application and you will see the details of this error.

    No luck. I try changing the Custom error value, but it still does not give me an error. I also check the SQL logs and nothing, but I notice that the SharePoint diagnostics keep starting and stopping too quickly.

    This is the steps I'm following.

    1. Create web application (Successfully)
    2. Create site collection (root)
      1. Unable to complete, if provide the error but no code or description it doesn't matter how I change the Custo error value.
        1. I check windows logs no information found.
          1. I check SQL logs no information found.
